rEAD THE TECOM Annual REPORT

Training and Education 2030 (TE 2030) defined our vision and approach for evolving our training and education (T&E) continuum to continue preparing individual Marines and units to fight and win. Over the past year we made significant headway in tackling our key tasks and issues for further analysis, as well as building muscle on the bones of initiatives already in progress and exploring and developing new vectors along the azimuth we shot in the initial report. This annual report captures our progress, identifies further opportunities, and looks forward to actions on the objective.

 

TECOM LINES OF EFFORT

I. MAKING MARINES

TECOM builds the foundation of the Marine Corps by transforming civilians into Marines through rigorous recruit training and officer screening, where Drill Instructors and Sergeant Instructors instill the values, character, discipline and mindset expected of Marines. Ongoing initiatives focusing on developing more capable and resilient new Marines are preparing recruits and officer candidates for the complexities of the future battlefield.

This transformation is reinforced throughout the Entry-Level Training (ELT) pipeline, including Marine Combat Training (MCT), The Basic School (TBS), and MOS schools, ensuring “fleet ready” Marines arrive technically proficient, tactically skilled, and mentally agile. MCT, TBS, and MOS schools are continuously adapting training to the evolving character of warfare and implementing validated new learning tools and techniques into their programs of instruction.

A strong Marine culture rooted in honor, courage, and commitment is sustained by high-quality instructors, whom TECOM is developing through structured career paths and professional development programs. Project Triumph supports this transformation by modernizing training with learner-centric, outcomes-based methods and technology, such as asynchronous learning and a robust eLearning ecosystem. Together, these initiatives enhance readiness and prepare Marines for complex and rapidly evolving operational environments.

 

II. ENHANCING LETHALITY 

TECOM is enhancing lethality through refining and advancing warfighting skills throughout the training continuum. We are modernizing intermediate and advanced training across the force to align with emerging threats, integrating complex, multi-domain scenarios, and ensuring Marines maintain occupational proficiency.

Advancements support the shift to enabling maritime kill webs, with Marines acting as both sensors and shooters in support of naval operations. TECOM is also prioritizing the integration and countering of unmanned systems by modernizing training environments, improving electromagnetic spectrum awareness, and enhancing signature management to ensure survivability in contested battlespaces. Additionally, small UAS training and attack drone operations are expanding across the force.

The Marksmanship Campaign Plan is modernizing individual weapons training, incorporating simulations and performance analytics to sustain the ethos of “every Marine a rifleman.” Together, these efforts ensure Marines are prepared to fight and win in future complex, technology-driven environments.

 

 III. TRAINING UNITS TO FIGHT

To maintain readiness in a rapidly evolving battlespace, TECOM is advancing how Marines train and operate across all domains. Initiatives like Project Tripoli are building a globally connected live, virtual, and constructive (LVC) training environment that enables realistic force-on-force training, provides access to advanced capabilities otherwise unavailable in live training, and replicates future battlefield conditions across domains and echelons.

Service-level training exercises (SLTEs) remain the gold standard for unit combat readiness, refining commanders and staffs, while the Marine Air-Ground Task Force (MAGTF) Training Center supports units at home and forward through the Global Fleet Support Program. These efforts ensure Marine Littoral Regiments and other formations can train where they will fight.

At the same time, TECOM is adapting amphibious operations to counter anti-access/area denial threats, strengthening integration between Amphibious Ready Groups, Marine Expeditionary Units, and Marine Littoral Regiments, and ensuring Marines can seamlessly integrate through professional military education and joint training.

To prepare for joint all-domain operations, TECOM is integrating Marines into Joint All-Domain Command and Control (JADC2) concepts, training forces to operate in multi-domain kill webs using AI, ISR, and modernized command and control systems, and expanding Marine participation in joint and combined exercises through the Joint Training Exercise and Evaluation Program (JTEEP).

 

 IV. LEARNING AND ADAPTING AT SPEED

To ensure Marines remain ready for the demands of modern warfare, TECOM is transforming professional military education (PME) to prepare Marines for naval, joint, and combined operations. Modernized enlisted PME is designed to streamline learning while reducing strain on the force, and programs such as the SNCO Leadership School further strengthen leaders for critical roles across the Fleet Marine Force.

TECOM is embracing artificial intelligence and machine learning while building a data-enabled culture that supports the Service-wide AI implementation plan.

The Analysis and Assessments Framework enables the collection of lessons from training, deployments, and exercises to accelerate adaptation, while the Trend Reversal and Reinforcement Process (TRRP) targets recurring challenges and translates assessments into actions that strengthen FMF readiness.

Through the Training and Education Requirements Management System (TERMS), TECOM identifies and validates training and education requirements with urgency, turning FMF feedback into actionable solutions and ensuring modernization efforts remain aligned with Service priorities.
